European REACH Regulations


Payne & Payne Security are fully aware of the progress on the European REACH regulations. To answer common questions asked by our Customers and Suppliers, we have prepared the following statement:

Payne & Payne Security are committed to complying with the requirements of EC Regulation No. 1907/2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (commonly known as REACH). These regulations oblige manufacturers based in the EU and importers of chemical substances into the EU to provide a defined set of information to the recently established European Chemicals Agency (ECHA).

Payne & Payne Security do not manufacture any substances and, under REACH, are classified as downstream users. In addition, products that Payne & Payne Security supply are classified as "articles" under REACH. It is the responsibility of downstream users to ensure that they only use substances that are registered in accordance with REACH and to ensure that necessary information is passed down the supply chain. The responsibility for registering substances rests with the manufacturer and/or importer and not with the downstream user. The deadline for manufacturers and importers to pre-register substances with ECHA was 1st December 2008.

Payne & Payne Security received assurances from our suppliers that all substances supplied for use in our Tear Tape or Security products were pre-registered in accordance with REACH (unless the substances in question are exempt from registration) before this date.

Payne & Payne Security are aware of the further substances added to the "candidate list" of Substances of Very High Concern (SVHC) since 1st December 2008 and can confirm that the Tear Tape and Security products supplied do not contain any of the substances on the candidate list.

Finally, Payne & Payne Security are also aware of the phased registration deadlines under REACH and will ensure that our suppliers comply with each as appropriate in order to ensure continuity of the supply of Tear Tape and Security products.
